Rules and Regulations for Undergraduate Records of International Students of Tianjin Chengjian University TCU〔2019〕158

Chapter I  General Provisions

Article 1 To standardize the rules andregulations for undergraduate records and improve the quality of education, theprovisions are enacted according to AdministrativeMeasures for the Enrollment and Cultivation of International Students byUniversities, and Regulations ofTeaching Quality of International Students in China’s Higher EducationInstitutes.

Article 2 The provisions are applied to allinternational undergraduate students.                        

ChapterII Basic Educational System & Yearsof Study

Article 3 Regular study periodfor the programs of Architecture and Urban Planning are five academic years,and all other programs are four academic years.

Article 4 The duration of the school study isflexible depending upon their earned credit. The maximum study period canextend by two years beyond the normal academic program duration, and theminimum study period should not be over one year less than the normal duration.                        

Chapter IIIAdmission & Registration

Article 5 International students applying foradmission to undergraduate programs should meet the following basicrequirement:                        

(1)Studentsshould possess the equivalent qualifications equal to Chinese senior highschool graduates.                

(2)Studentswho apply for Chinese-taught modules are required to provide HSK Level 4certificate.                

(3)Studentswho apply for English-taught modules are required to have an adequate Englishlevel proficiency to understand the presentation of lecturers.                

(4)Applicantsof the Architecture Program and the Arts Programs should pass the schooldeveloped professional examination.                

Article 6 International students must gothrough the process of registration upon arrival at TCU during the appointedtime. The students must have the following documents: “Valid Passport”, “X1Student Visa”, “Application Form for Study in China”, “Admission Letter”, and“Family financial support certificate” Those who fail to register on time needto provide reasonable explanation for the delay and request permission for alate arrival. For the students who have received permission for a late arrival,this late arrival should not exceed two weeks. Those who fail to get permissionfor a late arrival will forfeit their student status.                        

Article 7 New students must take a physicalexamination at Tianjin Entry-Exit Inspection and Quarantine Bureau. One mustleave China on one’s own expenses in case of an unsatisfactory examinationreport.                        

Article 8Whenever thesubmitted application documents are verified as fraudulent, one will forfeittheir student status.                        

Article 9Upon the beginningof each semester, students should come to school for registration andverification of student status at their appointed time. For late registrationone must go through the required procedure. In case of a delay in registrationbeyond two weeks he/she will be regarded as voluntarily withdrawing fromschool.                        

Article 10 International students should paytuition fees and other related expenses according to the relevant regulationsof TCU. Otherwise, he/she cannot finish registration.                        

Article 11Internationalstudents are not allowed to attend any classes at TCU without registration.                        

Chapter IVRegulations,Examination & Records of Modules                                

Article 12 The school deploys a credit management system forinternational students. The modules are arranged based on the teaching program,which includes required courses and optional courses. The category of coursescan be divided into theoretic parts and practice parts. The practice partsinclude experiment, practice, and modules design, and dissertation/graduationdesign.                        

Articles 13 Attending all examinations arerequired. If students cannot attend their examinations, they must submit awritten application in advance to the School of International Education. Onceapproved, they are allowed to participate in a delayed examination which willbe offered at the beginning of the following semester. When the results arerecorded they will be marked as “delayed examination”. Application for delayedexaminations will not be approved immediately before or after the examinationstarts except for extreme emergency or illness. Delayed examinationapplications will not apply to make-up or retake examinations, experimentcourses, internship and design courses.                        

Article 14Student academicperformance will be comprehensively assessed with the results to includeexaminations and class performance (attendance, classroom participation,assignments, experiments, and quizzes). Normally, scores on class performancewill be no more than 50 percent of the total. Optional modules can be scored byattendance, classroom participation, assignments, experiments, and quizzes.                        

Article 15 International students obtaincredits by successfully passing evaluation of the modules. Examination resultsare recorded in a one hundred point system, with 60 points as the lowestpassing score. The Total Score of the modules will be recorded into the StudentEducation System.                        

Article 16 Make-up examinations: Students whofail to pass the compulsory modules should take make-up examinations in thebeginning of next semester (this rule is not available to students who cheat orare absent for the examination, or who lose the right to join the examination).If students have failed again they need to register for the followingsemester’s final examination or the corresponding make-up examination. Studentswho failed the optional modules can retake the courses in the next semester;alternatively, they can choose other optional modules so as to reach the basic requirementof the programs. If they failed in experiment, practice and module design, thestudents need to retake the modules.

Article 17Being absent fromexaminations without permission or cheating in examinations will receive a “0”mark and the student will not be allowed to attend a make-up examination.However, they may take the final examination in the following semester. Anyonewho violates the examination regulations will be subjected to relevantpunishment, from warning sanctions to an expulsion sanction based on thestudent’s behavior.                        

Article 18The School ofInternational Education monitors the students’ performance at the end of eachsemester and punishment will be given based on the following requirements:                        

(1)The students who failed in accumulated 20 credits will be warned;                

(2)The students who failed in accumulated 30 credits will be seriously warned;                

(3)The students who failed in accumulated 40 credits will be withdrawn fromschool.                

Article 19The School ofInternational Education use GPA to evaluate the student’s performance inmodules. International students can check the calculation methods of GPA in Modules Assessment Management ofInternational Students in TCU.                                

Article 20 International Students in Chinesetaught programs should take modules in Chinese language, Chinese culture andrelated courses. The students can be exempt from the politics, military andEnglish modules. The evaluation of the modules for international students inChinese taught programs should follow items Two and Three in Evaluation Methodsof students in Xinjiang and Tibet at Tianjin Chengjian University. Allresultant scores should be registered into the regular Chinese students scoresystem in Tianjin Chengjian University. Other requirements should follow the ChapterFour in Rules and Regulations forUndergraduate Records of Students of Tianjin Chengjian University.                                

ChapterV Attendance & Teaching Discipline

Article 21 Students should attend all therequired study and related activities according to the teaching programs.Attendance is required for all courses and is recorded. Students must ask for aleave if they are absent because of illness and other reasons, otherwise theywill be regarded as being absent. The absence in modules without permissionwill be punished. If a student is absent from modules for 30 academic hours,he/she will receive a warning; if a student is absent from modules for 60academic hours, he/she will receive a serious warning; if a student is absentfrom modules for 90 academic hours, he/she will receive an expulsion fromschool.                        

Article 22 For students who need to apply foran absence, they need to submit a doctor’s diagnosis for sick leave, and/or astatement with relevant proof for other absences.                        

Article 23 If 1/3 or more of the totalteaching hours of a module is missed one will lose the right to take the finalexamination and the given module, module design, experiment or practice will berecorded as ‘0’ points. The students also cannot join the makeup exam of themodule in the next semester. They need to retake the module in the nextacademic year, if they need to get the credits of the module.                        

Article 24 International students are entitled to Chinese traditionalholidays and winter and summer holidays. Application for a one-day leave, for amaximum of two times a year, will be approved for significant holidays of one’shome country.                        

Chapter VIProgram Changing & Transferring                                

Article 25 Program change or transfer should be approvedunder the following conditions:                        

(1)Students have talent in a particular area, and a programchange or transfer will be in their favor;                

(2)A disease or physical disability is detected afterentering school, diagnosed by a secondary or above level hospitals;                

(3)Some special difficulties prevent them from continuingwith the original program or university.                

Article 26 Program change should not bepermitted under the following conditions:                        

(1)Beingasked to drop out of school;                

(2) Beingtemporarily absent from school;                

(3)Havingno adequate reasons.                

Article 27 Program transfer should not bepermitted under the following conditions:                        

(1)Being asked to drop out;                

(2)Being temporarily absent from school;                

(3)Having no adequate reasons.                

Article 28 Program change or transfer needs toproceed according to the following regulations:                        

(1)Transferring within the school should receive approval from the School ofInternational Education. Students should make an application during the fourthweek of the third semester. No application will be accepted at any other times.                

(2)One transferring into the School of International Education should receiveapproval by the transferring university and TCU. Transferred students willcontinue their study on an appropriate level.                

(3)Anyone who is transferring out of the School of International Education shouldsubmit an application with adequate reasons and an admissions letter from theother school in order to receive approval.                

(4)Transferring procedures should be conducted at the final two weeks of the firstsemester or at the final two weeks of the second semester.                

Article 29 Credits obtained from the originalprogram or the original institution, after confirmed by the School ofInternational Education, may be recognized and credit may be transferred.                        

Chapter VII Temporary Absence & Resuming Study                        

Article 30 Temporary absence should be enactedunder the following conditions:                        

(1)Leavefor treatment and rehabilitation, prescribed by a secondary or above levelhospital, which may exceed 1/3 of total teaching hours of a semester;                

(2)Sickleave or non-sick leave exceeds 1/3 of total teaching hours of a semester;                

(3)Situations,such as pregnancy, or child care, confirmed by the school, are not suitable tocontinue with their study;                

(4)Aspecial reason temporary leave is applied for by students or required by theSchool.                

Article 31 Temporary leave, in principle, isone academic year. And accumulated leave cannot exceed two academic yearswithin the maximum study period.                        

Article 32 The regulations of temporary leaveare as follows:                        

(1)Writtenapplication and relevant documents should be submitted, and approval should beobtained before one takes a temporary leave;                

(2)Relevantprocedures for temporary leave must be taken within two weeks after approval isgranted. And one is considered as breaking the attendance rule in case of beingabsent from class without conducting relevant temporary leave procedures;                

(3)Classattendance or taking examinations is not allowed during the temporary leave;                

(4)Returningback to one’s home country is recommended for students taking a sick leave;                

(5)Expensesconcerning temporary leave should be at one’s own cost;                

(6)Studentson leave should not be entitled to rights as students of the school.                

(7)TCUor School of International Education should not take any responsibility forstudents on leave.                

Article 33 Resuming study needs to follow theregulations below:                        

(1)Relevantdocuments for resuming study should be submitted at the beginning of asemester, upon expiration of leave.                

(2)Certificate of Recovery issued by publichospitals of one’s home country should be provided, and the recovery should beconfirmed by Chinese secondary or above level hospitals.                

(3)Theright to resume study shall be canceled, if a serious violation of the lawoccurs during the leave.                

(4)Studentsshould continue their studies in their original programs.                

(5)Underthe condition that one fails to return two weeks after the expiration of leavewithout adequate reasons a voluntary withdrawal will be presumed.                

Chapter VIII Withdrawal                        

Article 34 Under the following conditions,withdrawal from the program should be enacted, aside from the conditions listedin the other articles:                        

(1)Beingunable to continue study due to such diseases as mental illness, epilepsy,leprosy or other serious infectious diseases, diagnosed by secondary or abovelevel hospitals in China.                

(2)Beingunable to continue study due to accidental injuries and disability caused byinjuries.                

(3)Voluntarywithdrawal.                

Article 35 Prior to issuing the withdrawal,the School of International Education should inform the student, who isrequired to withdraw, the reason and evidence for the withdrawal, and listen tothe student’s feedback and explanation. The school should present the Report of Withdrawal to the student. Ifthe student is not available, or refuses to accept it, the School can post the Report to the school website or thebulletin board or send it by email or postal mail.                        

Article 36 Withdrawal procedures should bedealt with according to the following regulations:

(1)Formalitiesof departure from the school and the country should be handled within a week.Measures, such as repatriation, will be taken by the School and/or China’spublic security for overstay of their visa.

(2)Embassyof his/her country, his/her parents or legal guardians should take theresponsibility for his/her safe return due to disease or disability.                

(3)Applicationfor resuming study will not be accepted for one already withdrawing from theprogram.                

(4)Thetuition fees will be dealt with according to the relevant regulations of TCU.                

Chapter Graduation, Transcript & Leaving School

Article 37 In the maximum ofstudy years, international students will graduate and receive a degree if they successfullyfinish all modules in the program, and pass all relevant examinations.International students in Chinese taught programs should pass HSK level five orequivalent school-developed tests. For English taught programs, internationalstudents should pass the HSK level four or equivalent school-developed tests.

Article 38 Students who finished all modules and got allcredits required of the program in advance and receive the approvalfrom the university can graduate inadvance.

Article 39 Transcripts and studycertificates should be issued for one who has completed a minimum of oneacademic year and failed to meet the graduation requirements.

Article 40Any student who cannot graduate on timecan choose to take an extension of their study periods and pay the tuitionfees. The student should retake and pass the modules he/she failed before inthe extended period. Alternatively, he/she can go back his/her country andreturn to China to join the examination at the end of semesters. If the studentcan pass the modules and reach the graduate and degree requirements, TCU willissue the degree certificates. If a student cannot get all required credits inthe maximum of the study period, he/she cannot continue to study at the Schooland will lose the opportunity to get the undergraduate degree certificates. TheSchool will issue a studying certificate for the student.

Article 41 Leaving school should be finalized byobtaining the Instructions to School Leaving document with the student ID cardat the School of International Education one week in advance. Otherwise,documents, such as the certificate of learning experience, academic transcriptsor certificate of graduation, will not be issued.  

Article 42 Graduate Certificate and Certificate of Degree will not bere-issued. Relevant certification will be issued upon application.                

Chapter Supplementary Provisions

Article 43 International student’s management in joint programs shouldfollow this regulation.                

Article 44  Tianjin University holds the right for final explanation ofthe regulations.

Article 45 The regulations shouldcome into effect for international students who are enrolled in 2019. Theinternational students enrolled before 2019 still follow the Rules and Regulations for UndergraduateRecords of International Students of Tianjin Chengjian University issued in2017, which will be annulled when all students enrolled before 2019 havegraduated.
