Rules and Regulations for International Students of Tianjin Chengjian University TCU 〔2017〕No.32

Chapter 1   General Provisions

Article 1 To regulate management of internationalstudents, develop international students' education, and ensure educational quality,the provisions are enacted according to Law of the People's Republic ofChina on the Administration of Entry and Exit of Aliens, and Regulationson the Administration of Accepting Foreign Students from Higher Education(Ministry of Education, Ministry ofForeign Affairs and Public Security Decree No. 9).

Article 2 The provisions are applied to internationalstudents studying in TCU, including undergraduates, graduate students andlanguage students.              

Chapter 2 International Students’ Rights and Obligations

Article 3International students are entitled to thefollowing rights while studying at the university:

(1) Participate inactivities organized by the School and use educational resources provided by TCUbased on the teaching plan;          

(2) Join students’organizations for activities such as entertainments and sports;          

(3) Get a fairappraisal in his/her moral character and academic performance; get his/hercertificate of completion, diploma and degree certificates after successfulcompletion of all the courses prescribed by the university;          

(4) Appeal to TCU and/oradministrative offices in charge of education for retrial in case of anydisagreement on disciplinary actions from school.

Article 4 International students must perform thefollowing obligations:              

(1) Abide by laws and regulations of People’s Republic ofChina;              

(2) Comply with TCU’s disciplines and regulations;              

(3) Study hard and complete all the courses prescribed bythe university;              

(4) Well behave: be respectful, polite and well mannered;              

(5) Pay his/her tuition and other relevant fees accordingto relevant policies.              

Chapter 3 Management of Daily Life              

Article 5 The education and management ofinternational students shall be in accordance with relevant laws andregulations of China and rules and regulations of TCU. International studentsshould abide by laws and regulations of China and rules and discipline of TCU, andrespect for Chinese social ethics and customs.

Article 6 International students are encouraged totake part in activities organized by School of International Education and TCUand celebrations for major festivals in China.              

Article 7 International students are allowed to establishstudent associations, organizing activities, under the condition of approval TCUand laws and regulations of China. International students shall get thepermission from Chinese government authorities for establishing cross-schooland/or trans-regional organizations.              

Article 8 TCU respects international students’customs and religious beliefs, but, do not provide venues for any religiousactivity.  Activities such as missionaryand religious gatherings are forbidden on campus.              

Article 9 Celebrations forimportant traditional festivals of student’s home country are allowed to beheld at given time and place on campus. However, any objection and/or attackagainst other countries or violations of public morality are forbidden.

Article 10 International students shall not beemployed, or engaged in commerce or other commercial activities during theirstudies, but may attend the work-study activities under the approval of TCU.

Article 11 Students living on campus must abide by regulations of Management of InternationalStudents' Residence of TCU.

Article 12 International students shall abide byrelevant laws and regulations of China on such activities as publication,association, assembly, and demonstration. Religious activities of internationalstudents must abide by the Regulationson the Administration of Religious Activities of Foreigners in the People'sRepublic of China.

Article 13Items carried or mailed in and out of Chinashall be in accordance with China's relevant management regulations.

Article 14 Students studying in TCU shall purchase thecomprehensive insurance for studying abroad in accordance with the requirementsof the Ministry of Education on the InterimProvisions on the Requirements for the Purchase of Insurance by ForeignStudents.              

Chapter 4 Visa and Resident Permit              

Article 15 International students shall hold ordinarypassports and study visas for registration. Learners applying to study in TCUshall apply for a study visa to Chinese visa offices abroad with “foreignstudents Visa Application Form” (JW201 Form or JW202 table), “Admission Notice”and “Foreigner Physical Examination Record”..

Article 16 TCU shall accept foreign students who hold a note ofsurrendering privileges while studying in China, issued by diplomatic officesof their countries, if they hold foreign diplomatic passport, service passport,or special passports and Chinese diplomatic visa, service visa or courtesyvisa, and apply to provincial foreign affairs department of China, and getstudy visa from the Public Security Bureau.

Article 17 International students who plan to studyfor more than six months must complete the formalities of "Foreigner'sPhysical Examination Record" confirmation within the prescribed period. Anyonewho fails to provide "Foreigner's Physical Examination Record", mustdo the physical examination in Tianjin Foreigner Medical Examination Center asAnyone diagnosed of diseases which are not allowed to enter China should leaveChina immediately.

Article 18 International students who hold the"X1" visa must apply to the Exit and Entry Administration Departmentof Tianjin Public Security Bureau within 30 days from the date of entry for theresidence permit for foreigners. During the period of study in China, if thereis any change concerning the residence permit, he/she must go to Exit and EntryAdministration of Tianjin Public Security Bureau to change within 10 days.

Article 19 The extension for visa or residence permitmust be applied for before expiry date of visa or residence permit, ifinternational student needs to study or stay in China longer than permitted by visaor residence permit.

Article 20 International students must leave China withinprescribed time after graduation, completion or dropout. TCU will promptlynotify the Tianjin Public Security Bureau Exit-Entry Administration to abolishresidence permit or shorten his/her stay in China for students who are orderedto drop out or expel.              

Chapter 5 Reward and Punishment                    

Article 21 TCU has scholarshipsystem. Tianjin Foreign Students Government Scholarship and TianjinChengjian University Outstanding Foreign Students Scholarships shall be awardedin accordance with the InterimMeasures for the Administration of Scholarships for Foreign Students in Tianjinand the Merit Scholarship SelectionGuidelines for Outstanding International Students of Tianjin ChengjianUniversity.

Article 22 International student who violate laws orregulations of China or TCU, will be given following five disciplinary actionsaccording to seriousness.              

(1) Warning sanction;          

(2) Serious warning sanction;          

(3) Demerit punishment;          

(4) Probation sanction;          

(5) Expulsion sanction.          

Article 23 Who violates the Constitution of the People'sRepublic of China and disrupts the school and social order, will be disciplinedas follows. If the case is minor plus sufficient realization and correction,serious warning or demerit punishment will be given; expulsion will beconducted if the case is serious plus refusal to correction.

Article 24 International students who violate Chineselaws & regulations and disrupt social order, are punished by judicial officesor law enforcement agencies. They will be given the following sanctions:              

(1) Demerit punishment and more serious punishments will begiven in case of security warning or fine.          

(2) Probation sanction and more serious punishments will begiven in case of security detention;          

(3)Expulsion will be given in case of violating Chinese criminallaws.

Article 25 Expulsion will be givenin case of drug taking, drug trafficking, or drug producing.

Article 26 Who holds or participates in such acts as illegaldemonstrations or meetings, will be given probation sanction; Organizer of illegaldemonstrations will be expelled from TCU.

Article 27 Who participates in cults or organizes cultactivities shall be given demerit punishment or more serious punishmentsdepending on seriousness of a case.

Article 28 Who is engaged in religious activities on campusshall be given serious warning sanction or more serious punishments dependingon seriousness of a case.                

Article 29 Who steals, defrauds the country’s,collectives or private’sproperty shall be given theprobation sanction and more serious punishments.                    

Article 30 Who gets drunk and rowdy , threatens others,endangers the safety of others' personal property or disrupts public order,shall be given serious warning sanction or

demerit punishment if thecircumstances are minor; demerit punishment and more serious punishments willbe given in case of serious consequences.

Article 31 In case of high-tech crime, in addition to the compensationof loss, one shall be given serious warning sanction and more seriouspunishments depending on the case.                

Article 32 Violation of the relevant provisions ofdormitory management will be given the following penalties according toseriousness:              

(1) For room change without permission one will be givenwarning sanctions or serious warning sanctions.(2) For illegal occupying roomor bed or renting out bed, one will be requested to correct the behavior andwill be given serious warning sanctions.          

(3) For accommodating off-campus personnel without approvalfrom dormitory manager, one will be given warning sanctions. One will be givendemerit punishments and take responsibility for serious consequences caused by accommodation.          

(4) For accommodating opposite sex or sleeping over in thedorm of opposite sex, one will be given demerit punishments and will be givenmore serious punishments;          

(5) For disrupting the order of dormitory, seriously disturbingothers, and refusing to change bad behaviors after being educated, one will begiven from warning sanction to more serious punishments according to the case.          

(6) For violating relevant provisions of fire prevention andelectricity utilization in the dormitory, one will be given warning sanctionand more disciplinary actions. For violation against the regulations of fireprevention and electricity utilization leading to serious consequences, one willbe given expulsion sanction;          

(7) For violating other regulations of dormitory management, onewill be given warning sanction and more actions according to the case.          

Article 33 Students who scheme fistfights and scuffles,make troubles, give fake testimony and provide tools for criminal purposes willbe given following punishments:              

(1) Forgang beating and injuring other people, one will be given demerit punishmentand more serious punishment according to the seriousness of the case.          

(2) For provoking troubles, one will be given serious warningsanction and more serious punishments according to the case. .          

(3) For hit resulting in no injury, one will be given warningsanction. For hit resulting in minor injury, one will be given serious warningsanction and more serious disciplinary actions. For hit resulting in slightinjury or serious injury, one will be given probation or expulsion from school.          

(4) For fighting with arms, one will be punished probation orexpelled from school based on seriousness of consequences.          

(5) For deliberately providing false testimony to interveneinvestigation, one will be given serious warning sanctions or demeritpunishments. For joining in fighting and providing false testimony, one will begiven more serious punishments.          

(6) For providing arms for fighting, without causing seriousconsequences, one will be given demerit punishment or probation sanctions. For providingarms for fighting resulting in serious consequences, one will be given probationor expulsion sanctions.          

Article 34 For participating in any forms of gambling,joining a crowd in gambling, organizing gambling,or providing conditions for gambling, one will be given demerit punishment andmore serious punishments.              

Article 35 Any of the following acts -- disrupting publicorder, endangering public safety, damaging public facilities, violatingcommunication rights which cause adverse effects, shall be punished as follows:              

(1)For disruptingthe public orders of places such as classrooms, apartments, venues, sportsvenues and others, one will be given serious warning sanction and more seriouspunishments according to the seriousness;              

(2)For violatingoperating rules which cause accidents during the period of teaching and practicing,one will be given serious warning sanctions and more serious punishments;              

(3)For damagingpublic facilities such as power supply, radio and communications, one will begiven demerit punishment and more serious punishments according to theseriousness;              

(4)For obstructinggovernment to perform official business or school administrators to performofficial duties, one will be given demerit punishment and more punishments inaccordance with the law or school rules, and on basis of the seriousness.              

Article 36 Driving gasoline motorcycle is forbidden on andoff campus. Once found out, in addition to confiscating gasoline motorcycles, onewill be given warning sanctions and more serious punishments on basis of theseriousness.              

Article 37 Violating examination rules and cheating shallbe dealt with in the light of the provisionsof the Regulations on Disciplinary Punishment of Students in Tianjin ChengjianUniversity.                    

Article 38 In case of any of the followingcircumstances, more severe punishments will be given.              

(1) More serious acts of violating rules and regulationswhich result in serious consequences.          

(2) Re-violating laws, rules and regulations during thepunishment.          

(3) Threatening, intimidating and retaliating informants, witnessesand administrators.          

(4) Intimidating, bribing, inveigling and instigating othersto violate laws and disciplines.          

(5) Colluding with off-campus personnel to commit crimes.          

(6) Organizing and planning to violate regulations anddisciplines.          

(7) Conducting two or more disciplinary offenses.          

Article 39 The allotted time for probation isgenerally one year. TCU has rights to terminate the probation sanctions aheadof time or extend the probation according to students’ performances. For re-violatingthe regulations or disciplines during the period of probation, one will begiven expulsion sanctions.

Article 40 Any disciplinary action shall be taken under thecondition that the process is justified, evidence is sufficient, legal groundis solid, determination on the nature is accurate, and punishment is appropriate.

Article 41 In case of any discrepancy about punishment, onemay file a written complaint with the school student complaint committee. Theappeal process shall be carried out in accordance with the provisions of the Tianjin ChengjianUniversity Student Appeal (Trial).

Article 42 Jurisdiction, proceduresand management:

(1)Thestudent work office of School of International Education shall provide proposalsin giving international students warning, demerit punishment, or probationsanction, and report to the School of International Education for review and decisionmaking, and then report to directors in charge of TCU for approval.

(2)Thestudent work office of School of International Education should provideproposals in giving international students expulsion sanction, and report tothe School of International Education for review and decision making, and then reportto the principle office meeting for discussion and final decision.

(3)Sanctionnotice shall be issued and delivered to the punished. One expulsed shall bereported to the Tianjin Municipal Education Commission and the Tianjin Entryand Exit Administration for reference. For Chinese government scholarship holders,written report shall be sent to theNational Scholarship Council of China, and copied to embassies of students’home countries in China.

(4)Anyviolation shall be promptly investigated, or reported to the police station ifnecessary. Before decisions are made, the accusedstudents are allowed to make statements and defend themselves.

(5)Oneexpulsed from TCU shall complete the formalities, including visa procedures,within one week after the decision is made. For those who fail to complete theformalities within prescribed time, the public safety agency has the right totake the necessary measures including repatriation.

(6)Thesanction decision shall go public within a certain scope of TCU.

Article 43 Other types of disciplinary violation, shall be dealt withaccording to the similar or relevant provisions.

Chapter 6 Supplementary Provisions              

Article 44 The management of student status shall be carried out,according to the Provisions on theManagement of Student Status of Foreign Students in Tianjin ChengjianUniversity and the Regulationson the Management of International Postgraduate Status in Tianjin ChengjianUniversity.

Article 45 The School of International Education shall be responsiblefor the interpretation of the provisions.

Article 46 The Provisions shall come into force upon the date ofenactment. .
