Rules and Regulations for Undergraduate Records of International Students of Tianjin Chengjian University

Chapter 1 General Provisions

Article1 Tostandardize the rules and regulations for undergraduate records and improve theeducational quality, theprovisions are enacted according to Regulationsof China’s Higher Education Institutes Admitting International Students to theDegree (degree [1991] 17), Regulationsof China’s Higher Education Institutes Receiving International Students(Ministry of Education of the People’s Republic of China, Ministry of ForeignAffairs of the People’s Republic of China, Ministry of Public Security of thePeople’s Republic of China, Order No. 9), Notice of the Regulations of Receiving International Students in China’sHigher Education Institutes (Teaching Foreign [2009] No.83) and otherrelevant laws and regulations.  

Article2 The provisions are applied to allundergraduate international students.

Chapter 2 Basic Educational System& Years of Study

Article 3 International students are underthe credit system managements, and the number of credits per semester isgenerally not more than 30.

Article 4 Graduates should finish all creditsregulated by undergraduate program of the Tianjin Chengjian University (TCU).The flexible academic system is put into practice depending on the credits.Regular study period for most of the programs shall range from three to six academicyears. Regular study period for the programs of Architecture and Urban Planningshould range from four to seven academic years. Students should not bepermitted to the degrees who fail to obtain enough credits for graduation aftercompleting maximum study period.

Chapter3 Admission & Registration

Article5 Internationalstudents applying for admission to undergraduate programs should meet thefollowing basic conditions:

(1)   Studentswho apply for Chinese-instructed courses are required to reach HSK Level 4; Studentswho apply for English-instructed courses are required to take comprehensiveentrance examination organized by TCU.

(2)   ForEnglish-instructed courses, applicants who have obtained 79 points or more(including 79 points) for TOEFL or 6.0 or more (including 6.0 points) for IELTSare not required to take English Exam of the comprehensive entrance examination(The score will be recorded at 80 points as the examination result.).

(3)   Studentsshould possess the equivalent qualifications to Chinese senior high schoolgraduates.

Article6 Internationalstudents must go through the process of registration upon arrival at TCU at theappointed time with “Admission Notice”, “Fee Structure”, “Visa Application forStudy in China”(JW202 for self-funded student; JW201 for Scholarship Student),“valid visa” (X1 visa) or valid Residence Permit and “the original physicalexamination certificate”. Ones who fail to register on time need to providereasonable explanation for the delay and permission for late arrival. For the studentswho have got the permission for late arrival, the late arrival should notexceed two weeks. Ones who fail to get permission for late arrival will forfeitthe student status.

Article7 Newstudents must take a physical examination at Tianjin Entry-Exit Inspection andQuarantine Bureau. One must leave China on one’s own expenses in case ofunsatisfactory examination report.

Article8 Whenever the submitted applicationdocuments are verified fraud, one will forfeit the student status.

Article9 Upon commence of every semester,students should come to school for registration and verification of studentstatus at the appointed time. One must get permission from teacher in chargeand go through procedures for late registration in case of any delay in registration;otherwise, he/she will be regarded as being absent. He/she will be regarded asvoluntarily leaving school, in case of over two week delay in registrationwithout permission.

Article10 Internationalstudents should pay tuition fees and other related expenses according to therelevant regulations of TCU. Otherwise, he/she cannot finish registration.

Article11International students are not allowed to participate in any teaching activityat TCU without registration.

Chapter 4 Regulations, Examination & Records of Modules

Article12 Internationalstudents are required to complete modules according to the regulations of TCU (seedetails in the undergraduate teaching programs). Module selection processshould be under the guidance of teaching administration staff in the School of InternationalEducation in accordance with the relevant regulations. International studentsshould select modules at appointed time, otherwise, they are not allowed toattend the classes or take examinations. To withdraw or re-select modules,students should complete the appropriate procedures according to the relevantrequirements.

Article13 Internationalstudents should obtain credits by successfully passing examinations of the modulesaccording to the requirements of teaching program.  Examination results are recorded in hundredmark system, with 60 points as a lowest pass score. For modules focusing on thelearning process, the assessment can employ five-level system (excellent, good,satisfactory, pass and fail). Marking as ‘pass’ and above in the assessment is consideredas pass of the examination. Modules that cannot be scored in hundred marksystem or five-level system can employ two-level system (pass or fail). The examinations’results should be truthfully recorded into the student's academic performance database.

Article14 Studentacademic performance should be comprehensively assessed and the results includeexamination and daily-performance (for example, attendance, learning attitude,classroom questioning, extracurricular assignments, in-class experiments,quizzes, and design). Normally, scores on daily-performance is proportioned nomore than 40 percent of the total. Solely examination is also in practice. Optionalmodules can be scored by periodical tests, attendance, homework, or quiz.

Article15 Agreed absences: in selecting modules, timeconflict should be avoided. If the make-up modules have time conflicts withregular modules, partial or full agreed absences should be applied for. Agreedabsences must be under the agreement of the teacher of module, approved by Schoolof International Education. Modules with permission of agreed absences stillneed to be assessed; the results are based on the evaluation of academicperformance, such as examination.

Article16 Make-upexaminations and modules: students who fail to pass the compulsory modules shouldtake make-up examinations. If he/she fails again, the module needs to bere-studied. As to optional modules, there will be no opportunity for make-upexaminations, but re-studying the same module or selecting other modules isallowed. Make-up modules also need to pay the credits’ fees.

Article17Attending the examinations as require. If students cannot attend theexaminations, they must get approval from School of International Educationwith written applications in advance. They are allowed to participate indelayed examinations. Mark “delayed examinations” when the results are recorded.Application for delayed examines should not be approved immediately before orafter the examination starts except for emergency.

Article 18 Being absent from examinationswithout permission or cheating in examinations will be recorded as “0” mark. Andone violating examination regulations will also be recorded as ‘cheating’ inthe file and subjected to relevant punishment, including warning sanction,serious warning sanction, demerit punishment, probation sanction, or expulsionsanction which based on student’s behavior.

Chapter 5 Attendance & TeachingDiscipline

Article19 Studentsshould attend all the required study and related activities according to theteaching program. Attendance in taking modules, and doing module design,experiment or practice teaching should be recorded. Students must ask for leave if they are absentbecause of illness and other reasons, otherwise they will be regarded as being absent.Three times being late for, or leaving earlier from, classes without permissionwill be regarded as one absence. One will be required to withdraw under thecondition that recorded absence exceeds 1/3 of total teaching hours in onesemester.

Article20 Form for Leave Application must befilled in and submitted with relevant documents, for example, doctor’s diagnosisfor sick leave, statement and relevant proof for other affairs. The leave grantedshould not exceed 2 weeks. Application for leave after the incident is notallowed except for emergency.

Article21 One willlose the right to take final examination and the given module, module design,experiment or practice will be recorded as ‘0’ point, if 1/3 or more ofassignments of a module, module design, experiment or practice has been failedto submit , or 1/3 or more of the total teaching hours has been missed.

Article22International students are entitled to Chinese traditional holidays and winterand summer holidays. Application for one-day leave, for maximum twice a year,will be approved for significant holidays of one’s original nation.

Chapter 6 Program Changing & Transferring

Article 23 Program change or transfer shouldbe approved under the following conditions:

(1)     Students have talent in a particular area, andprogram change or transfer will be in their favor;

(2)     A disease or physical is defected afterentering school, diagnosed by secondary or above level hospitals;

(3)    Some special difficulties preventthem from continuing the original programs.

Article24 Programchange should not be permitted under the following conditions:

(1)   Studyingin the program for more than one year;

(2)   Rankingin entrance comprehensive examination results below top 50 percent;

(3)   Beingasked to drop out of school;

(4)   Beingtemporarily absent from school;

(5)   Havingno adequate reasons.

Article25 Programtransfer should not be permitted under the following conditions:

(1)   Transferringfrom lower grade to higher grade;

(2)    Being asked to drop out;

(3)    Being temporarily absent fromschool;

(4)    Having no adequate reasons.

Article26 Programchange or transfer needs to proceed according to the following regulations:

(1) Transferring into School ofInternational Education should get approved by TCU.

(2) Transferring out of School ofInternational Education should submit application and get approval.

(3) Transferring within the school shouldget approval from the School of International Education.

(4) Transferring procedures shouldbe conducted at the last two weeks of the first semester or the secondsemester.

Article27 Credits obtainedfrom the original program or the original institute, after confirmed by theSchool of International Education, can be recognized. And transferred studentswill continue their study on an appropriate level. .

Chapter 7 Temporary Absence &Resuming Study

Article28 Temporaryabsence should be enacted under the following conditions:

(1)   Leavefor treatment and rehabilitation, prescribed by secondary or above levelhospitals, exceeds 1/3 of total teaching hours of a semester;

(2)   Sickleave or non-sick leave exceeds 1/3 of total teaching hours of a semester;

(3)   Situations,such as pregnancy, or child care, confirmed by the school, are not suitable tocontinue to study;

(4)   Temporaryleave is applied by students or required by the School.

Article29 Temporaryleave, in principle, cannot exceed one academic year. And accumulated leavecannot exceed two academic years within maximum study period.

Article30 Theregulations of temporary leave are as follows:

(1)   Writtenapplication and relevant documents should be submitted, and approval should beobtained before one takes a temporary leave;

(2)   Relevantprocedures for temporary leave must be taken within two weeks after approval isgranted. And One is considered as truanting in case of being absent from classwithout conducting relevant procedures;

(3)   Classattendance or examination taking is not allowed during the temporary leave;

(4)   Returningback to one’s home country is recommended for students taking a sick leave;

(5)   Expensesconcerning temporary leave should be on one’s own cost;

(6)   Studentson leave should not be entitled to treatments as students at school.

(7)   TCUor School of International Education should not take any responsibility forstudents on leave.

Article31 Resumingstudy needs to follow the regulations below:

(1) Relevant documents for resuming study should be submitted at thebeginning of a semester, upon expiration of leave.

(2)   Certificateof Recovery issued by public hospitals of one’s home country should beprovided, and the recovery should be confirmed by Chinese secondary or abovelevel hospitals.

(3) The right to resume study shall be deprived, if serious violation of lawoccurs during the leave.

(4) Students should continue their studies in original programs.

(5)   Voluntary withdrawal should be presumedunder the condition that one fails to return two weeks after the expiration ofleave or go through the procedures of resumption without adequate reasons.

Chapter 8 Withdrawal

Article32 Underthe following conditions, withdrawal from the program should be enacted, besidesthe conditions listed in the other articles:

(1) Being unable to continue study due to such diseases as mental illness,epilepsy, leprosy or other serious infectious diseases, diagnosed by secondary orabove level hospitals in China.

(2) Being unable to continue study due to accidental injuries and disabilitycaused by injuries.

(3) Voluntary withdrawal.

Article33 Thestudents who are required as withdrawal, have rights to debrief to School of InternationalEducation. Suggestions will be made by the school and reported to the principaloffice for the final decision.

Article34 Remainingproblems should be dealt with according to the following regulations:  

(1)   Formalitiesof departure should be handled within a week. Measures, such as exmatrikulation,repatriation, will be taken by the School and/or China’s public security foroverstay.  

(2)   Embassyof his/her country, his/her parents or legal guardians should take theresponsibility for his/ her safe return in case of leave due to diagnoseddiseases, such as mental disease or disability caused by accidents.

(3)   Certificate of Leaving School should be issued by School ofInternational Education for students withdrawing from program. Certificate of Learning Experienceshould be issued by School of International Education for students studying morethan one year (including one year).

(4)   Applicationfor resuming study will not be accepted for one already withdrawing fromprogram.

(5)   Thetuition fees will be dealt with according to the relevant regulations of TCU.

Chapter 9 Graduation, Transcript & LeavingSchool

Article35 Diplomaand/or degree should be issued to one having completed the required modules andobtained required credits within given time.

Article36 Transcriptshould be issued for one who has completed minimum one academic year and failedto meet the graduation requirements.

Article37 Schoolleaving should be dealt with according to Instructions to School Leaving obtainedwith student ID card at School of International Education one week in advance.Otherwise, documents, such as certificate of learning experience, academictranscripts or certificate of graduation, will not be issued.

Article38 GraduateCertificate and Certificate of Degree will not be re-issued. Relevantcertification will be issued upon application.

Chapter 10 Supplementary Provisions

Article 39 The regulations should come intoforce upon promulgation. And School ofInternational Education holds the right for final explanation of theregulations.
